<br />) <br /> <br />I-" <br />~ <br /> <br />Hoc Committee is of the opinion that the agencies responsible for these <br />aspects of vater resource development should be encouraged to study <br />this situation with the objective of providing a tangible means of <br />evaluating these water uses. <br /> <br />,~ <br />~. <br /> <br />The Economic Ad Hoc Committee has several points of mutual interests <br />with the HydrologiC Ad Hoc Committee. For example, in the determination <br />of flood damages, both hydrologic and economic considerations are brought <br />into play. These mutual interests bave been recognized and liaison <br />established between the committees. <br /> <br />The Ad Hoc Committee also recognizes the over-all economic problem <br />of the area, 1.e., a balance must exist between industry and agriculture, <br />for a favorable economy. However, because of the many facets of such a <br />balance, the Ad Hoc Committee limited its discussion to the water re- <br />source and its part in bringing about desirable population and economy <br />trends for the AWR Basins, and surrounding region. The Ad Hoc Committee <br />also recognizes that water in the form of precipitation, and stored run- <br />off is a major factor in the circumstances controlling the destiny of <br />the region. Good soils are valueless without precipitation or irriSl'ltion; <br />flood plains are not productive if frequently flooded; industry and urban <br />populations must bave ample water at a reasonable cost if they are to <br />thrive. However, in order to contribute something concrete to the efforts <br />of AWRBlAC, it is necessary to narrow the field of investiSl'ltion to a <br />relatively few items, each of vhich may well be studied further. <br /> <br />The Ad Hoc Committee concludes, therefore, that: <br /> <br />1. Very little purpose would be served by revising data contained <br />in Part I, Section II, of the AWR Report unless there is a specific need <br />in connection with a project. <br /> <br />2. Effort should be continued toward coordination of project <br />economic evaluation by the use of an actual project situation. The <br />renewal of the Pond Creek Study under different criteria may be in- <br />dicated. The objective of such a study would be to illustrate prinCiples <br />.involved in achieving practical coordination. This would serve to bring <br />into sharper foeus - policy, and other differences which bring about <br />~sse among the agencies. <br /> <br />3- Greater effort be made to find some basis for evaluating <br />recreation, fishery resources, water pollution abatement and vater <br />supply, in terms of money, and for identifying beneficiaries. <br /> <br />4. The possibilities for establishing a library of all economic <br />investigations being conducted in the AWR Basins for agency and State <br />reference purpose, be considered. <br /> <br />The following recommendations are respectfully submitted for con- <br />sideration by AWRBlAC: <br /> <br />C/2-4 <br />
