INTRODUCTION - In accordance with a directive from the President <br />dated May 19, 1950, the Arkansas-White-Red Basins Inter-Agency Committee <br />was organized for the purpose of preparing an integrated coordinated re- <br />port as authorized in Public Law 516, Blst Congress, 2nd Session. This <br />report will have been completed on 30 June 1955 and the mission of the <br />Committee will have been completed as of that date. A new Federal Inter- <br />Agency agreement on coordination of water and related land resources <br />activities was approved by the President on May 26, 1954. In accordance <br />with the desires of the Federal agencies and States concerned, this <br />Charter establishes a new Arkansas-White-Red Basins Inter-Agency Committee <br />in consonance with the new Federal Inter-Agency agreement. <br /> <br />2. PURPOSE - It is the purpose of this agreement to provide in the <br />Arkansas, White and Red River Basins improved facilities and procedures <br />for the coordination of the poliCies, programs, and activities of the <br />Departments of the Interior; Commerce; Labor; Agriculture; Health, Edu- <br />catio~ and Welfare; and the Army; the Federal Power Commission; and the <br />States in the field of water and related land resources investigation, <br />planning, construction, operation, and maintenance; to provide means .by <br />which conflicts may be resolved; and to provide procedures for coordina- <br />tion of their interests with those of other Federal, local governmental, <br />and private agencies in the water and related land resources field. <br /> <br />3. ESTABLISHMENT- <br /> <br />(a) For this purpose there is established an Arkansas-White- <br />Red Basins Inter-Agency Committee to be comprised of representatives of <br />the Departments of the Interior; COIlUllerce; Labor; Agriculture; Health, <br />Education, and Welfare; and the Army; the Federal Power Commission; and <br />any of the States of Louisiana, Missouri, Arkansas, Texas, Kansas, <br />Colorado, Oklahoma and New Mexico which accept an invitation to <br />participate. <br /> <br />(b) The Federal members on the Committee shall be designated <br />by the head of the Federal agency they are to represent and shall <br />preferably be resident in the area. <br /> <br />(c) The Governor of each of the States concerned will be <br />invited to be a member of the Committee, <br /> <br />(d) Committee members may designate other officials to serve <br />as alternates. <br /> <br />A-l <br />
