<br />. <br /> <br />. <br /> <br />. <br /> <br />-1. r; .~. :' <br />.L ~;... ~~ <br /> <br />permanent three-fourths full pool capacity, as has been proposed. <br />But, if Jackson Reservoir is drained, the recreation use at <br />the site would be reduced to zero. <br /> <br />To adequately provide for the anticipated public use at the <br />proposed reservoir, it is necessary to re~uest additional recre- <br />ation land for placement of access roads and facilities, control <br />land use on certain tracts, obtain adequate land above flood <br />pool, and assure space for future expansion. This additional <br />land plus the four recreation areas are shown on the General <br />Development Map and consist of about 80 acres on the north shore <br />recreation area, 780 acres around the Jackson Reservoir area, <br />440 acres on the south shore recreation area of which 190 acres <br />would have been required in flood easement, and 1,700 acres <br />below the dam along the South Platte River. The total additional <br />recreation land requested in fee title is about 3,000 acres of <br />which 190 acres would have been required as normal rights-of-way <br />by the Bureau of Reclamation in flood easement for flood control <br />purposes. <br /> <br />The recreation facilities considered necessary for Narrows <br />Reservoir include interior roads, parking areas, boat launching <br />ramps, landing docks, picnic and camping units, sanitary facilities, <br />water supply, signs, site preparation, seeding and planting, and <br />shelters. These facilities are for the protection of the project <br />as well as for the safety and enjoyment of the visiting public. <br /> <br />The estimated total cost of these facilities would be $535,000. <br />The calculated annual development cost based on a 25-year <br />amortization at 3 1/8% interest would be $31,200. The estimate <br />includes contingencies and indirect costs of the project construc- <br />tion agency. The facility cost and cost for additional recreation <br />land would be financed by the cost-sharing policies provided in <br />the Federal Water Project Recreation Act (P. L. 89-72). <br /> <br />Annual administration, operation and maintenance cost (AO&M) would <br />be about $30,000 and a responsibility of the administering agency. <br /> <br />It is estimated that recreation use at the Narrows Reservoir would <br />produce $340,000 in net monetary benefits annually. The benefits <br />result from the anticipated 340,000 visitor days multiplied by <br />$1.00, the assigned market value per visitor day. Hunting and <br />fishing benefits are not included. <br /> <br />3 <br />
