<br />. <br /> <br />r ..... r.- <br />1 ;j 'It_' <br /> <br />Economic and Financial Analyses <br /> <br />Analysis of ownership of lands required for reservoir rights- <br />of-way, comprising both fee title and flood easement lands, <br />indicates that the Colorado Game, Fish and Parks Department owns <br />about 360 acres of land adjacent to Jackson Lake. Of this amount, <br />300 acres in separated tracts are contained in the Jackson Lake <br />peripheral lands needed for recreation and fish and wildlife <br />enhancement and 60 acres are situated below Jackson Lake Dam in <br />the Narrows Reservoir flood pool area. The project cost estimate <br />contains allowances for acquisition of these acreages. Should the <br />Colorado Game, Fish and Parks Department contribute these tracts <br />of land, the cost sharing obligation would be credited with their <br />value. <br /> <br />. <br /> <br />In addition to financing or repaying the separable capital <br />costs, P.L. 89-72 provides that the operating agency bear <br />responsibility for all annual OM&R expenses associated with the <br />recreation and local fish and >'ildlife enhancement lands and <br />facili ties. These reimbursable annual expenses are estimated to <br />total $164,300 with complete developnent and consist of $119,100 <br />for operation and maintenance and $45,200 for replacement of <br />recreation facilities presumed to have a useful life of 25 years. <br />Because of stage construction of recreation facilities over a <br />40-year period, the actual reimbursable annual OM&R is expected <br />to increase from $73,500 initially to the ultimate amount of <br />$164,300. It is presumed that the non-Federal operating entity <br />(expected to be the Colorado Game, Fish and Parks Department) also <br />would operate and maintain the entire wildlife management area. <br />Part of the annual expenses of that wildlife management area are <br />assignable to national wildlife enhancement (nonreimbursable) and <br />mitigation (joint costs allocable to all purposes). Appropriate <br />annual credits equal to those incurred expenses would be made a <br />part of the cost sharing agreement. Joint OM&R expenses allocated <br />to recreation and fish and wildlife enhancement totaling $12,600 <br />are nonreimbursable. A summary of recreation and fish and wildlife <br />OM&R expenses follows in table 33. <br /> <br />Public Law 89-72 also provides that before authorization of a <br />project, the non-Federal operating entity must indicate its intent <br />in writing to agree to administer project land and water areas for <br />recreation and/or fish-wildlife enhancement and to bear the <br />reimbursable capital and operating costs. In the absence of a letter <br />of intent, no facilities or project modifications specifically for <br />recreation and/or local fish and wildlife enhancement will be provided <br />unless they are minimum facilities required for the public health and <br />safety and are located at accesS points provided by roads existing at <br />the time of project construction or constructed for the administration <br />and mar~gement of the project. <br /> <br />. <br /> <br />101 <br />
