<br />Supplemental Analysis <br /> <br />. <br /> <br />loG:} <br /> <br />INTANGIBLE BENEFITS <br /> <br />"(4) Description and, to the extent possible, computation or other <br />evaluation of indirect and intangible net benefits including but not <br />limited to (a) protection of life and property; (b) improvement of <br />transportation; (c) conservation of water, soil and forest resources; <br />(d) wildlife conservation; (e) recreation; (f) abatement of pollution, <br />including.salinity; (g) control of sedimentation; and (h) maintenance <br />and enhancement of the agricultural, commercial, and industrial economy <br />of the area affected." <br /> <br />. <br /> <br />Considerable intangible benefits would accrue to the area as a <br />result of the proposed development. The principal intangible benefits <br />occurring because of the unit would result from an enhanced agricultural <br />economy in the area. With an additional and more stablized agriculture <br />output, commercial and industrial activity in the local area dealing in <br />farm products would be stimulated. This stimulus should provide an <br />incentive for other commercial and industrial businesses to expand their <br />operations and permit new establishments to locate in towns and cities <br />in the general area. In addition, the fish and wildlife and recreation <br />features of the proposed development would attract large numbers of <br />people living in nearby large urban centers. Recreational use by the <br />public of existing Reclamation reservoirs elsewhere in Colorado, <br />particularly for boating and fishing, has been outstanding. The Bureau <br />of Sport Fisheries and Wildlife and the National Park Service have <br />evaluated benefits from the plan of development. Their recommendations <br />and evaluations for wildlife conservation and recreation are appended <br />to this report. <br /> <br />Recommendations and proposals have been made for the abatement of <br />pollution or more specifically for water quality improvement in stream <br />flows below the dam, and control of sedimentation in Narrows Reservoir. <br /> <br />Damages to life and property and disruption of local businesses and <br />farming caused by floods would be greatly reduced or eliminated by the <br />Narrows Dam and Reservoir. <br /> <br />The new irrigation facilities would result in a more efficient use <br />of the available water and land resources. <br /> <br />CAPACITY FOR FUTURE NEEDS <br /> <br />"(5) Physical feasibility and costs of providing capacity in the <br /> <br />. <br /> <br />112 <br />
