Maximum number of days water was carried in the structure during a <br />year during the period WY 1981 to 1991. <br />. The maximum observed diversion in cfs at the structure on an average <br />daily basis during the period WY 1981 to 1991. <br />This information is tabulated by individual structure within each water district <br />on the tables attached hereto (Attachment 2), Steps I and 2 were repeated for <br />the period October 26, 1991 through October 31, 1995 and the results are <br />recorded on the second half of Attachment 2 as "post 1991" data, <br />3, Utilizing the consumptive use model in CRDSS, we then determined what the <br />consumptive use of water by these structures was, This was done on a water <br />district basis, The water district information was then combined as <br />appropriate to provide a valid comparison to information provided in the 1991 <br />baseline, The results of this comparison are provided in the table at the end of <br />this document. <br /> <br />Please note that the tables in Attachment 2 may display zeros during the years used <br />for this effort, Zeros do not mean that these structures have not diverted water. We want <br />the USF&WS to understand that most water rights shown on the tables in Attachment 2 <br />were decreed prior to our study period, What the zero means is that this particular <br />structure either did not divert during our study period or that we simply have no daily <br />record of diversions for this structure during our study period, How the USF&WS will <br />deal with these structures is unknown, but we would encourage the USF&WS to allow <br />the water user the opportunity to supply historic diversion data and include these rights in <br />the environmental baseline, <br />Also, please note that evaporation data for reservoirs is not show in the tables in <br />Attachment 2, We have included evaporation data in our consumptive use calculations <br />that follow and would expect reservoir evaporation to be included in the USF&WS <br />environmental baseline, <br /> <br />Results <br /> <br />The tables developed under steps 1 and 2 above (Attachment 2) identify the water <br />rights that were in existence as of October 25, 1991 and indicate how they have operated <br />since 1981. This is information that the USF&WS has not had ready access to before, <br />The value of having this list of water rights is that should any water right on the list <br />require a federal permit in the future, the RP A for that water right, to the extent of its <br />historic operations, already exists and no additional mitigation measures should be sought <br />by the USF&WS during the Section 7 consultation process, Even though we have not <br />included undecreed wells on the list, we would still expect wells to be covered by the <br />existing RPA, <br />Secondly, with respect to consumptive uses, CRDSS operates o~ a period of record <br />that runs from WY 1975 to WY 1991 at the present time, Thus, only consumptive use <br /> <br />3 <br />
