Capacity to store about 8,650 acre-feet of 'Water annually
in the Braziel Reservoir would enable the reter.tion of up to that
3L1Ount in the Guern.:::ey or in the Pathfinrjer R.eservoirs 1'or use else-
where on the tiorth ?latt.e [roject. A similar situation was created
1Vten the regulatory La:<es Alice and Finatare were constructed for the
Interstate Division on the north side of the riVer. It precedent was
thereby establiohed when the cOst of these two reservoirs was charged
to the Pathfinder Irrigation District alo~e rather than allocated
proportionately among th~e benefited directly or indirectly. If
sUco a preceder.t were to be followed in the case of Braziel ReservOir,
the entire cost of the proposed works would be borne by the Gering
and Ft. Laramie Irrigation District and by the Goshen Irrigation
District.

LJ. Of the 54,8/JL. acres of irrigable land in the Gering & Ft.
Laramie Irrigation District entirely ser'led by the Ft. Laramie Canal,
b,700 acres are "atered by tile ;;orse Creek Lateral SYlltem below Mile
6.0, the potential point of diversion for Braziel Reservoir water.
All of the 52,487 acres i~ the ~shen Irrigation District are also
served by the rt. Larar~e Canal. Lands already served by the Horse
Cree"~ Lateral system. in the Joshen Irrigation District above
Hile 6.0 Would ccntinue to receiVe water from that system. EconOmic
etudies indicate that the two districts are in gOod financial con-
d! tion. There are few tax delinquenciee, !!:ortgages have been retired
or reduced in recent years, aOO tank deposits are at a high level.
Application of the IncoIre-to_Land nethod of anal YSis indicates the
average paYlD;!nt capacity of the two districts would be ';2.19 an acre.
The Far:n Budget method Yields an a vera5:e repayment capacity of ':2.81
an acre.

11

(Rev.)
