<br />DRAFT <br /> <br />meeting resulted in a five point resolution, one of which <br /> <br />endorsed the concept of "compensatory storage": <br /> <br />Fourth, endorsement of the general principle <br />that every transmountain diversion project <br />out of the Colorado River basin, other than <br />domestic projects of municipalities, shall. <br />include as an essential part of the project <br />construction of a compensatory re.ervoir on <br />the Western Slope of sufficient capacity to <br />hold an amount of water equal to the amount <br />to be annually diverted unless some compen- <br />sating reservoirs have been previously <br />built.55 <br /> <br />Several points are worth noting. First, the diversions requiring <br /> <br />compensatory storage would be only those from the Colorado. River <br /> <br />basin. <br /> <br />Second, "domestic projects of municipal ities" were <br /> <br />excluded. Third, the compensatory storage was to be in an amount <br /> <br />equal to the amount diverted. <br /> <br />In the negotiations regarding <br /> <br />construction of what came to be known as the Colorado Big <br /> <br />Thompson (CBT) Project that ensued over the following four years, <br /> <br />the major issue was the amount of compensatory storage to be <br /> <br />built. <br /> <br />Although Colorado law presented no obstacle to transmountain <br /> <br />diversions, the necessity to obtain federal funds greatly <br /> <br />strengthened the bargaining position of the West Slope whose <br /> <br />congressional representative was powerfully situated: <br /> <br />At the time the foregoing developments <br />occurred, one individual representing the <br />West Slope assumed an outstanding role as <br />protector of that area.
