<br />2. Purpose. The purpose of this public
<br />review and' hea.r1ng is to obtain. prior to
<br />formal Counc1l reoommenda.tioD for pres-
<br />idential approval, the views of the in-
<br />terested public on Prlnctpl... lUld Stand-
<br />ards proposed by the Water Resources
<br />Caunen. pursuant to the Water Resources
<br />Planning Act of 1965 (Public Law 89-80).
<br />for Federal participation with river basin
<br />COIIlIIlisslons, States. and othem in the
<br />preparation. fonnulatlon, evalua.tion.., re-
<br />view. revislon.., and transmission to the
<br />congress of plans for States, regions, and
<br />river basins; and for planning of Federal
<br />and certain federally assisted water and
<br />land resource programs and projects.
<br />A separate draft environmental state-
<br />ment of the proposed Principles and
<br />Standards has been prepared pursuant
<br />to section 102(2) <C) of the National
<br />Environmental Polley Act of 1969 (Public
<br />Law 91-190) a.nd implementing guide-
<br />lines, and the views of the interested
<br />public on It wtll be considered durtng
<br />the same period of publlc review and at
<br />the public helU'tng,
<br />3. Availabtzitv 01 proposal. The texts
<br />of the proposed PrinCiples and Standards
<br />and the dratt environmental statement
<br />are publlshed in th1s Part IT. Volume 36,
<br />No. 245 of the FEDERAL REGISTER, as a part
<br />of th18 notice.
<br />4. Written statements. Written views
<br />and comments wlll be Introduced into
<br />the record tt they are submttted to the

<br />presentation of those persons who fall
<br />to observe the March 6, 1972. deadline
<br />as t1m.e perm.1ts. If necessary to accom-
<br />modate all those wishing to present oral
<br />statements, the hearing omcer may limit
<br />such stJatements to 30 minutes. Any per-
<br />son so llm1ted may submIt a wrltten ex-
<br />tension of his remarks for incorporation
<br />into the record, provided he does so
<br />wtthln the deadline set out In paragraph
<br />4 a.bove. .

<br />7. Background oj proposal. These pro-
<br />posed PrinCipleS and Standards are based
<br />on over 2 years of In~ve effort by the
<br />Wa.ter Resources Council.
<br />The Council appointed a special task
<br />force to review evaluation practices cur-
<br />rently used In pla.nnlng, An lnttla1 publio
<br />hea.rlng was held In JlUlUGJ'Y 1969 to
<br />solicit publtc vlewlS. A prel1mJnary report
<br />at the specfal task force Pl'O])OSlng a
<br />muItlobJectlve approach to pla.nn1ng
<br />water lUld land resourc... Wll8 published
<br />by the Council In June 1969. The Council
<br />directed that the issues and the PI'OPCl681s

<br />In the report be wtdely dtscussed lUld
<br />tested on existing projects.
<br />Nine publiC hea.ringB were held at
<br />which about 200 oral statements were
<br />presented and nearly 400 other state-
<br />ments were submitted for the record. The
<br />preliminary task force report, of which
<br />about 5,000 copies have been cUstributed,"
<br />hQB been the subJect of d.l.scusslon at
<br />nwnerous meetings and seminars. The
<br />report has been extensively reviewed by
<br />several Federal agencies and river basins
<br />commissions. In addItion, 19 field tests
<br />have been made of the proposed proce-
<br />dures based on the preliminary task
<br />force report. On the basis of this Infor-
<br />mation and suggestions of nwnerous ex-
<br />perts from Federal and State Govern-
<br />ments, universities, and other sources the
<br />task force submitted its final recommen-
<br />dations to the Water Resources Council
<br />in August 1970.
<br />After careful conslderatJon, the Coun-
<br />cil has made certain revisions in the task
<br />force recommendations and has tenta-
<br />Uvely adopted the attached revtsed
<br />Prlncipl... lUld StandardB, subject to
<br />public review and conunent and presi-
<br />dentiaJ approval,
<br />8. ERect. The Principles and Stand-
<br />ards, when approved, will supersede the
<br />Policies, Standards, and Procedures in the
<br />Formulation, Evaluation, and Review of
<br />Plans for Use and Development of Water
<br />and Related Land Resources, approved
<br />by the PresIdent. May 15, 1962, printed as
