A Fish and wildlife Coordination Act report has been prepared and a
mitigation plan has been formulated to compensate for the loss of wildlife
habitat due to the canal and lateral lining program. If adopted, the mitiga-
tion plan would consist of the purchase of 2,100 acres of riparian habitat
along the Uncompahgre River at a cost of $4,750,000. Mitigation costs are
included in the estimated construction costs for the project.

Total construction costs, including mitigation, are estimated at
$136.7 million on the basis of January 1981 prices. This results in an
annual cost of about $685,000 for each mg/L of salinity reduction at Imperial
Dam.

Following transmittal of the feasibility'report to Congress and authori-
zation of the unit for construction, advance planning will begin. Costs and
designs will be refined and operation and maintenance contracts will be nego-
tiated and signed with the Uncompahgre Valley Water Users Association.

Assuming Congress authorizes construction of the unit in 1984, construc-
tion of the unit is expected to begin in 1987. Monitoring of system salt
loads would continue throughout advance planning and during and after con-
struction to determine effectiveness of the plan.

The following table summarizes the recommended plan for the Lower
Gunnison Basin Unit investigations.

EFFECTS ON THE COLORADO RIVER (average annual)

Decrease in salt load (tons)
Reduction in salt concentration at Imperial Dam

140,470
15.2

PROJECT FEATURES

Canals to be lined (miles)
Laterals to be improved (miles)

59
195

ESTIMATED COSTS

Construction costs (January 1981 prices)
Canal lining and improvement
Lateral improvement
wildlife plan
Winter water replacement
Total
Interest during construction
Less costs of investigations prior to
authorization
Total investment for economic analysis
Annual equivalent costs (50 years at 7-3/8 percent)
Construction costs
Operation, maintenance, and replacement costs
(incremental)
Total
Cost per mg/L of salinity reduction at Imperial Dam

$63,350,000
68,600,000
4,750,000
1,100,000
137,800,000
1,785,000

-2,460,000
137,125,000

10,410,000

o
10,410,000
685,000

rnt71G

ii
