It apPears most probable that <br /> <br />this decree can continue to be used to support such consumption even <br /> <br />I <br /> <br />though the power generation is discontinued. The Reservoir is, presently, <br /> <br />, <br />~i <br /> <br />leased to the Colorado Game, Fish and Parks Commission. Consideration for <br /> <br />I <br /> <br />the lease involved repair of flood damaged facilities and continuing <br /> <br />~ <br />I <br /> <br />operation and management of the Reservoir over the period of the lease. <br /> <br />, <br />~ <br />f <br /> <br />Under this arrangement the hydraulic operation of the Reservoir involves <br /> <br />I <br /> <br />outflow over the spillway of the inflow with only such regulation as is <br /> <br /> <br />naturally provided by the change in elevation of the reservoir pool. <br /> <br />. <br /> <br />J <br />f <br />1 <br />J <br /> <br />If this recreational use were to continue, the value of the facility to <br /> <br />the Corporation would be almost entirely that resulting to the adjacent <br /> <br />.t <br />. <br />I <br />I <br />, <br />J <br />i <br />I <br /> <br />Corporation-owned lake shore lands. Hr. Peeples has considered this value <br /> <br />in his appraisal of said lands. We coneur in chis approach as representing <br /> <br />the highest and best use of the Reservoir at this time. <br />
