HENDRICKSON <br /> <br />The Pacific ,Southwest Inter-Agency Committe.e has given <br /> <br />some consideration to the subject with which this panel Is concerned. <br /> <br />In 1957 the Executive Subcommittee made an appraisal of PSIAC's <br /> <br />progress and effectiveness and Issued a statement of Its findings. <br /> <br />The Improvement of PSIAC's operations has also occupied a place <br /> <br />on the agendas of more recent meetings, but consideration was more <br /> <br />limited than the extent to which other -inter-agency committees have <br /> <br />carried their deliberations. <br /> <br />Last December PSIAC discussed briefly the proposals which <br /> <br />were advanced by Columbia Basin Inter-Agency Committee, but came <br /> <br />to the conclu slon that the basic differences in the two areas ellmln- <br /> <br />ated the pos slbllity of per se comparison and consideration. The <br /> <br />observation is appropriate here, however, that the CBIAC proposals <br /> <br />have resulted in a clarification by the Inter-Agency Committee on <br /> <br />Water Resources of the status of Federal members In the inter-agency <br /> <br />role. <br /> <br />PSIAC believes that It is not In a position to comment on the <br /> <br />specific CBIAC proposals or to recommendspec-!flc changes In our <br /> <br />charter, because the subject has not been given the degree of consld- <br /> <br />eration such action would require. We do want to make It. clear, <br /> <br />however, that we do not regard the present charter as 'a perfect <br />
