As payment for salt
reduction is required, it is contemplated to be made from
Reclamation's operation and maintenance budget. Additional
operation and maintenance line item funding will be required
in the future.

:y The Council recognizes that the Uinta Uni t is not yet
authorized, but understands that the Reclamation will be
seeking authorization in the near future. Hence, additional
funding will be needed to construct this unit in future
years.

Y The recommended funding amounts are for salinity control
efforts that are over and above funds normally appropriated
by the Congress for management of the public lands.

~I Federal salinity cost share funds administered by ASCS (with
30 percent reimbursement from the Basin funds subject to P.L.
98-569).

Y

Funds utilized by SCS and Extension Service to provide
technical assistance to CRSC participants and for monitoring
and education activities.

The Council hastens to point out that any shortfall in these

funding levels will have to be offset by increased funding in

subsequent years in order to maintain the cost effective salinity

control program necessary to achieve the water quality objectives

for the Colorado River.

13

/ ~~-
