<br />~ <br />~, ~ ;. <br />~;?,;..., <br />~: <br /> <br />002803 <br /> <br />'~~~1 <br /> <br />Page' 5 <br /> <br />IV. lMPLEMENTA'rroN <br />If the sociological and economic review studies indicate that there are real and <br />compell:lng reasons to go ahead with an oil shale leasing program on the public lands, <br />then the Environmental Quality Standards designed by the State should be written into <br />the leases offered for bid to industrial companies L~ order to 1mple~ent the protective <br />restrictions designed by the State Committee and by the public. These standards should <br />be applied for exploratory, special use permits, and long-range leasing. <br />We, as citizens, want to avoid the lax lease terms that caused so much turmoil, <br />environmental degmdation, and after-the-fact public hearings at the Black Mesa coal <br />burning plants in Arizona and New r4exico. <br /> <br />V.
