I. IS OIL SHALE DEVELOPJ'tlENI' A VIABLE TI-lDUSTRY?

Success on private lands:

If an industl'y utilizing oil shale' energy is a

viable enterprise, it should succeed on private lands first before it should be per_

mitted on the public lands. Industry shou~d be \\Tilling to develop their own lands first.

Burden of Proof: It is incUlJ1bent on industry to provide evidence that their
oil shale developir.ent efforts to date provide the basis for a feasible industry. In
order to evaJ.uate the progress and economic feasibility of: the eJqlerimentaJ. industl'y
to date, \~e c8~1 for a full disclosure of: the results of existing pilot plants.

Possible Gov~ent subsi<1y: If an oil shaJ.e industry is to be econollr!.cal1y
feasible, it should not be subsidized by the Federal or State governments. Possible .
forms of subSidy could include:
(a) Cheap ~later -- Waters to be used by a poterfcial industry should

not be imported or piped into the oil shale development areas of the

Green River Basins at taJqlayer expense or ~rlthout adequate env:ix'onrrental
