' .,., <br />.,0009. . <br /> <br />PREFACE <br /> <br />In December. 1990, the Natural Resources Law Center, with the support of a grant by <br />the Ford Foundation, hosted a meeting on irrigation Vt'lIter supply organizations. The purpose <br />of the meeting was to develop an agenda for change in each of four areas: (1) the reallocation <br />of western Vt'lIter; (2) water conservation; (3) water quality; and (4) issues of governance. <br />Discussion papers in each of these areas were provided to meeting participants listed on the <br />next page, in advance of the meeting and presented by the authors at the meeting. This report <br />was prepared by the Natural Resources Law Center based on the discussion at the meeting, <br />Several participants provided comments on the draft report that were incorporated into the <br />final version. <br /> <br />The discussion on these topics was lively and for the most part, no general consensus <br />was reached. In reporting the discussion, care was taken to adequately reflect the numerous <br />ideas offered, while at the same time recognizing thaI there were differences of opinion among <br />the group, <br /> <br />Generally there was group consensus with the action items set out in ParI Five of this <br />report, Hopefully, the December 1990 meeting will help to encourage work in the areas <br />identified, <br /> <br />Larry MacDonnell <br />Teresa Rice <br />
