Department of Agriculture,
Soil Conservation Service
U. S. Department of the Interior,
Fish and Wildlife Service
U.S. Environmental Protection
Agency

This;Final Environmental Impact Statement (FEIS) describes aIterna~
tives for;the construction and operation of the Grand Valley Unit, which
was authorized for construction by the Colorado River Basin Salinity
Control Adt of 1974 (Public Law 93-320).

Publ:l.c Law 98-569 (October 1984) amended Title II provisions and
provided for replacing incidental fish and wildlife values foregone,
using pip~ laterals, and reimbursing non-Federal entities for operation
and mainte~ance costs that exceed those that would have been incurred in
the thorouthand timely operation and maintenance of the system without
uni. t develppment.

The alternatives consist of lining or placing in pipe irrigation
canals and! laterals to reduce seepage and consequently the amount of
water that'moves through the saline substrata and picks up salt. Major
impacts of! the alternatives include reduction of salinity in the Colo-
rado River,i improving- the efficiency of irrigation systems, and reducing
wetlands as~ociated with seepage from canals and lpterals. The no~action
alternative is also described and used as a base to compare unit impacts.

This F~IS fulfills the requirements of Executive Order 11988 (Flood-
plain Management) and Executive Order 11990 (Protection of Wetlands).

For fljrther information regarding the FEIS, please contact the
Regional Enivi l'onmental Officer, Upper Colorado Region, U.
