<br />'.I..... _ <br /> <br />-\' n., 68 <br />_' j lJ ~ <br />site limits <br /> <br />'the size of reservoir possible on Jack Creek due to economic con- <br /> <br />siderations. <br /> <br />Reservoir operation studies indicate that Jack Creek Reservoir can <br /> <br />yield an average of 30,000 AF/year to the North Platte River system with only <br /> <br />small shortages below that figure having occurred during the period of the mid- <br /> <br />1950's and 1977. The estimated 1980 cost to construct Jack Creek Reservoir is <br /> <br />$20,200,000. <br /> <br />3. Jack Creek to North Platte River Pipeline <br /> <br />The flow in Jack Creek would be augmented below Jack Creek Res- <br /> <br />ervoir by reservoir releases. Downstream of Jack Creek Reservoir, Jack Creek <br /> <br />flows in a narrow valley, is moderately meandering, and has a gravel and cobble <br /> <br />bottom. Below the canyon, and beyond the U. S. Forest Service boundary, the <br /> <br />valley broadens, the stream slope flattens, the meanders increase, and the sub- <br /> <br />strates range from small gravel through silt. <br /> <br />Flow augmentation in the upper reaches of Jack Creek would not <br /> <br />result in degradation of habitat until continuous substrate movements occur. It <br /> <br />is estimated that continuous substrate movement in the upper reaches would occur <br /> <br />at a total flow of approximately 75 cfs. Due to channel morphology the lower <br /> <br />channel habitat could be degraded when total flows exceed 25 cfs. Stream banks <br /> <br />in the lower section of Jack Creek are susceptible to mass wasting. It is <br /> <br />projected that pasture and farm land could be impacted. The increased flow in <br /> <br />Jack Creek could also increase sediment loads into the North Platte River. <br /> <br />Therefore, in order to eliminate undesirable impacts to lower <br /> <br />Jack Creek and the North Platte River, it is recommended that a pipeline from <br /> <br />Jack Creek to the North Platte River be constructed. The preliminary route <br /> <br />selected for further evaluation is shown on Plate 4. The proposed Jack Creek to <br /> <br />North Platte River Pipeline would be constructed to have a capacity of 50 cfs. <br /> <br />Additional releases could be made into Jack Creek as long as the flow of Jack <br /> <br />Creek in the lower reaches does not exceed 25 cfs.
