<br />, up a traffic and operating at some loss upon a river that is largely

<br />5. Another change in commereial conditions since the adoption of
<br />Ihis project, upon which considerable stress is laid, is found in the
<br />readjustment of transcontinental rail rates, resulting from traffic
<br />through the Panama Canal. It is claimed that this handicaps the
<br />munufacturers in the interior of the country and that they need the
<br />compensating advantage of cheal? water routes to the sea.

<br />. 7. After due consideration of the above-mentioned reports, I concur
<br />III the views of the Board of Engineers for Rivers and Harbors, nnd
<br />t hl'rl'forp report that it is not deemed advisable to abandon the exist-
<br />mg project for improvement of Missouri River, Mo., mouth to Kansus
<br />City. The occasional use of dredging as suggested by tho bonrd i.s
<br />l'onsidered advisable, and it is therefore rocommended that such work
<br />he uuthorized in'.conneetion with this project.
