<br />hllll recommended to the Board of Eng-ineer. for Rivers .and Harbors, Washington,
<br />D. C., the abandonment of such improvement in accordance with the presentRroject.
<br />Much labor und money have been expended to get these improvements we under
<br />way, and the result so far. in .pite of BOrne reverse" owing to unusual high waters,
<br />haS been most satiafactory and succe88ful.
<br />It docs not seem logical or wise that our Government. after proclaiming to the
<br />public that it would make cl'rtain well-defined improvements upon the Missouri
<br />River, aets aaide appropriations lor that purpose, actually bl'gins thu work at a great
<br />cost of money and labor, should then .uddcnly decide it was in error, retracting all
<br />that W8JI ....id anel don". Such a stand would be detrimental and humiliating to th,'
<br />Government, its officials, and the people who worked an'l fou'ght for the improvement.
<br />Furthermore, there is no necesslt.y for Bucb action. Part of the improvements haw
<br />been made~ and their continuation will make the Misaouri River a valuable COI1l-
<br />mercial.tream. The bulline." men of W..shing-ton, together with the cit.y_ authoritie.,
<br />are about to build a suitsble levee and warehouBe for river Bhipments. They wish to .
<br />patronize river transportatIon for the food of the community: .'
<br />Therefore, The Commercial Club 0 Wll.qhington, Mo., inbehall of its citizens, re-
<br />quests the official Representatives in Congresa of this diBtrict and everyone interested
<br />in the permanent improvements of the Missouri Rivl'r to protest most earnestly and
<br />emphatically ag.unst the late action of Lieut, Col. Deukyne in recommending thl'
<br />abandonment of such river improvement. .
<br />It is further ordered and directed that tbe secretary of The Commercial Clnb Bend
<br />cop;es of tbese resolutions to Senators Stone and Reed, Speaker Chrk, Board of En-
<br />gineersfor Rivers and HarborB. Wa.qhin!:lon, D. C., and The KanB'" Citv Commercild
<br />Club, that a copy thereof be filed with the records of The Commercial Club, and thai
<br />these resolutions be published in our city newspapers. . .

<br />Corp. of Engineers, in his report submitted August 4, 1915. Under section 6 'of said
<br />report I quote 8JI follows: "I consider that the questIOn of modifying or abandoning
<br />the !,roject ia one to be decided by a comparison 01 the costs in\"olve.i with the bcne-
<br />fits denved." Col. Deakyne then proceeds to b..... his conclusions entirely upon
<br />the benefits derived from the commerce carried by navigating the river in its present
<br />:lDcompleted condition.
<br />The error of such a contelltion has doubtless been fnlly )Jointed out to you by oth,,"
