Because the recovery program and re-regulatlon of <br />Navajo Reservoir benefits those users as well as A/LP, we suggest that <br />those water users, along with A/LP, agree to make up any shortfall to the <br />reservoir releases that Is attributable to the failure of the Navajo Nation to <br />sign the MOU. The question of the exact contribution by each of the <br />affected users would have to be worked out. Needless to say, this guar- <br />antee would only be In place until the ongoing controversy over the appli- <br />cation of the ESA to NIIP Is resolved.
