The elements of the
alternat'v~ nave been discussed at great length at a local and Washington
Office level, between the U.S. Fish and Wildlife Service (Service), Bureau of
Indian Affairs, and Reclamation. Reclamation has reached agreement on the
content and wording of this letter with the Service that would allow them to
proceed with development of a Draft Biological Opinion (including a reasonable
and prudent alternative).

In keeping with Reclamation's commitment for your continued involvement in the
process, we are providing our draft letter describing the alternative to you.
We invite you to consider it from the standpoint of identifying major problems
which you fee' would prohibit it being sent to the Service in its present
form. In order to expedite the development and issuance of a Draft Biological
Opinion, Reclamation would like to officially send the alternative to the
Service by the end of this month. To this end, we propose to discuss any
comments you have by telephone. We ask for your consideration in avoiding
editorial changes unless they create significant problems to allow the process
to move quickly toward a new Draft Biological Opinion.

Please contact Rick Gold at 801.524.3330 with any concerns or questions you
might have.

Sincerely,

Roland Robison
Regional Director

Enclosure

~ pages of enclosure
follow

j,
