Utah 84147 <br /> <br />Re: Draft Biological Opinion for the Animas-La Plata Project <br />Dear Mr. Robinson: <br /> <br />The Southwestern Water Conservation District (the "SW District") <br />and the Animas-LaPlata Water Conservancy District (the "A/LP <br />District") hereby submit to the Bureau of Reclamation their <br />comments on the Draft Biological Opinion of the U.S. Fish and <br />Wildlife Service (the "Service") for the Animas-La Plata Project. <br /> <br />In keeping with its statutorily mandated purposes, the SW District <br />has been a sponsor of the Animas-La Plata Project since the <br />District's establishment by the Colorado General Assembly in 1941. <br />The SW District's purposes include: <br /> <br />the conservation of the water of the San Juan and <br />Dolores rivers and their tributaries for storage. irriga- <br />tion, mining, and manufacturing purposes and the con- <br />struction of reservoirs. ditches. and works for the <br />purpose of irrigation and reclamation of additional <br />lands. . . . <br /> <br />The SW District was the applicant for the water rights for the <br />Animas-La Plata Project. was a signatory to the Colorado Ute <br />Indian Water Rights Final Settlement Agreement, and has sent <br />representatives to Washington, D. C. to work for appropriations for <br />the Project for over 22 years. <br /> <br />The AILP District was established in 1981 to promote the <br />Animas-La Plata Project. The voters of the AI LP District <br />overwhelmingly approved the Project on December 8. 1987. The <br />AI LP District is also signatory of the Finill Settlement Agreement. <br />
