<br />of the cost of c~nstruction of works connected with water supply and
<br />allocated to iITigat,ion and assigned to be returned by the contracting
<br />organization, Such contracts should require payment of said rates
<br />each year in advance of delivery of water for said year. Such con~
<br />tracts should include provisions for the right of renewal thereof,
<br />once or more tl:\an once, under stated terms and conditions mutually
<br />agreeable to th~ parties and subject to increase or decrease in rates
<br />corresponding to increase or decrease of costs of construction and of
<br />operation aod maintenance or improvement or deterioration in the
<br />payment ability: of the water users. Such right of renewal should be
<br />exercised within such reasonable time prior to the expiration of the
<br />contract as the, parties shall have agreed upon. All amounts paid
<br />to the United States in excess of operation and maintenance during
<br />the period of w!loter deliveries thereunder should be credited to the
<br />payment of thait aPFropriate share of the cost of construction of
<br />works connected, with water supply and allocated to irrigation and,
<br />when the total of such credits equals the amount allocated to irriga.
<br />tion and assigned to be paid by the contracting organization, the
<br />charges should be reduced to cover only operation, maintenance, and
<br />l'epla-cement cost$.
<br />J, Contracts f{>r the collection, transportation, regulation, and de-
<br />livery of water s\lpplies at designated points in the supply system be
<br />subject to section,' 8 of the Reclamation Act of June 17, 1902 (32, Stat.
<br />388), provided that this provision be construed neither as vesting
<br />rights to the delhr.ery of water in quantities greater than those specified
<br />in any such contl,'act or vesting rights to continue to receive water in
<br />t.he event of defavlt in payment thereunder nor as preventing the de-
<br />livery elsewhere Of the water covered thereby in the event of default
<br />in payment continuing over a period of 5 consecutive years or the fail-
<br />ure to renew such contract.
<br />, K. The Secrettiry of the Interior establish rates for the sale of power
<br />at the lowest pri(J~ consistent with sound business principle~ but in no
<br />case higher than the cost of power from alternate sources ill order to
<br />enc~urage the most widespread use of power throughout the area of
<br />serViCe.
<br />L, Suitable language be included in the authorizing document
<br />whereby assuranQe is given that any and all benefits and rights of
<br />western Colorado:water users in and to water stored in Green Moun-
<br />tain Reservoir, as described and defined in Senate Document 80, 75th
<br />Congress, 1st session, shall not be impaired or diminished by this
<br />proj ect.
<br />M. The Congress authorize the appropriation of such sums as may
<br />be necessary for 'the continued investigation of the comprehensive
<br />plan by the agencies of the Department of the Interior in cooperation
<br />with other Federdl, State, and local agencies for the development of
<br />the natural resources of the upper Arkansas River Basin including
<br />importation of ad9-itional supplies of water into the basin which may
<br />be determined to 'be in excess of the present and potential require-
<br />ments of the basin from which exportation may be proposed.
<br />N. Suitable la:qguage be included in the authorizing document
<br />clearly stating that authorization or appropriation of funds for the
<br />project or for the :continued investigations stated above shall not in
<br />any way constitute a commitment, real or implied, to further importa-
<br />tions.
