Coastal District pipe line and reservoir com, <br />pleted. First delivery of Colorado River water to Laguna <br />Beach. <br />December, President Roosevelt approved an emergency <br />appropriation for construction of an aqueduct from the west <br />portal of San Jacinto tunnel to San Vicente reservoir of the <br />San Diego water system. <br /> <br />1945 April 4, Bids for construction of three tunnels, being a <br />portion of the San Diego aqueduct, were opened in the San <br />Diego office of the U. S. Eleventh Naval District. Contract <br />was awarded in May by U, S, Navy, Bureau of Yards and <br />Docks, but construction was deferred because of acute short, <br />age of laoor and materials. <br /> <br />1946 Construction in progress on all features of the San Diego <br />aqued uct. <br />September. The Cit~. of Brea and Fairview Farms (an <br />unincorporated area) were annexed to Coastal Municipal <br />Water District. <br />Deeember, Annexation of San Diego County Water Au- <br />thority was completed, <br /> <br />1947 January, William P. Whitsett retired as chairman of the <br />Board, Victor H. Rossetti was elected to the office, <br />November, San Diego aqueduct construction completed <br />and first Colorado River water released from San Jacinto <br />regulating reservoir into the aqueduct, <br /> <br />1948 February. Construction of the first expansion of the soft, <br />ening and filtration plant was started, <br />July, John H, Ramboz was elected chairman of the Board. <br />July. Annexation of the West Basin Municipal Water Dis, <br />trict was completed. City of Gardena added in December, <br />November. Annexation of Irvine Subdivision Areas and <br />City of Newport Beach to Coastal Municipal Water District <br />completed. <br />December. Annexation of San Dieguito Irrigation District, <br />Santa Fe Irrigation District, and Crest Public Utility District <br />to San Diego County Water Authority completed, <br />December, Contract awarded for construction of West <br />Basin lateral westerly from Palos Verdes feeder. <br />
