President Reagan signed Public Law <br />99-88 apprppriating construction funds for the project subject <br />to a cost ~haring agreement being completed by June 30. 1986. <br /> <br />On March 20, 1986 this cost/financing proposal was transmitted <br /> <br />to the Secretary of the Interior. with the endorsement of the <br /> <br />congressional delegation of both Colorado and New Mexico, This <br /> <br />cost-sharirig proposal if approved by the President would also <br /> <br />bring to a: conclusion the longstanding Indian Reserved Water <br />: <br /> <br />Rights isspes in the area. On May 6. 1986 this proposal was <br />rejected by the U.S. Bureau of Reclamation, Subsequently, a <br />phased version of the project was approved by Reclamation for <br />: (1ego-l/~-i'on"" <br />constructipn after intensive ~e~ulations on June 30, 1986 and <br /> <br />congressiorial approval has subsequently been obtained. <br />: <br /> <br />Depletions will not begin until Ridges Basin Reservoir is <br /> <br />completed. Uses should then build up rapidly as other project <br />facilities are constructed. The depletions in Colorado under <br /> <br />Phase One.:which could be possible by 2010, are 41.700 <br /> <br />acre-feet municipal and 58.200 acre feet for irrigation, Phase <br /> <br /> <br />two will d~liver an additional 26.800 to Indian Irrigation <br /> <br />facilities on the Ute Mountain Ute reservation. <br /> <br />-8- <br />
