Stone, Director <br /> <br />Subject: Transmittal of Upper Coloraao River Ba~in Compact <br /> <br />Transmitted herewith is a copy of the Upper Colorado River Basin Compact <br />signed at Santa Fe, Ne~r Mexico, on'October 11, 1948, by Commissioners <br />representing the States of Arizona, Colorado, New Mexico, Utah, and Wyoming. <br /> <br />This Compact vall become effective and binding upon the signatory States <br />when ratified by their respective legislatures and a.pproved by the Congress <br />of the United States. It will be submitted for ratification to the several <br />iegislatures at the regular sessions vnlich convene in January, 1949. <br /> <br />The signing of this Compact and its final effectuation through State <br />and Federal legislation will constitute an event of historic and far-reach- <br />ing importance to Colorado. A new era of water development will thereby be <br />made possible. In the absence of a Compact, no appreciable development of <br />the waters of the Upper Colorado River B~sin can beundcrtaken. On the <br />other hnnd, a Compact will make possible a program of integrated water re- <br />source development in the entire Upper Basin of the Colorado River, A <br />pattern of water utilization for this and future generations will be <br />afforded. It is of utmost importance that the citizens of Colorado under- <br />stand the significance of this Compact and become advised of its provisions. <br /> <br />A period of Qvcr two years has been devoted to the negotiation of this <br />Compact. A number of meetings of the Compact CO!nmission haS taken place-- <br />some of them of prolonged duration, The Commission was assisted by a <br />capnble Engineering Advisory Committee made up of representatives of the <br />Bureau of Reclamation and of the signatory States, A considerable portion <br />of the time of the engineering staff of the Colorado Water Conservation <br />Board, during the period of negotiation~, was devoted to this engineering <br />study. Later, there will be maCe awlilnble to interested persons and <br />groups in the State copies ef the report of the Engineering Advisory <br />Committee. <br /> <br />Colorndo's Cooonissioner ~~shes to acknowledge the outstanding services <br />of Jean S. Breitenstein, his lecal adviser, and of Hoyce J. Tipton, his <br />principal engineering advise~, Without their help, the results evidenced <br />by the Compact could not have been attained. <br /> <br />Frank C.
