(d) The Commission,

shall have the power to:

(1) Adopt rules and regulati.ons;

Locate, establish, construct, abandon, operate and
maintain water gaging $tations;

Make estimates to fore:cast water run-off on the
Colorado River and any of its tributaries;

(4)

Engage in cooperative studies of water supplies
of the Colorado River and its tributaries;'

(5)

Collect, analyze, corrt1ate, preserve and report
on data as to the strea~ flows, storage, diversions
and use of the waters. Ilf the Colorado River, and
any of its tributaries; i

(6)

Make findings as to th~ quantity of water of the
Upper Colorado RiverjSystem used each year in
the Upper Colorado Rfver Basin and in each State
thereof; I .'

Make findings as to t~e quantity of water deliveries
atLee Ferry during e:ach water year;

Make findings as to tq.e necessity for and the extent
of the curtailment of ~se, required, if any,pursuant
to Article IV hereof; !

and as to the share thiereof chargeable under Artic1e
V hereof to each of thi.. States;

Make findings of fact! in the event of the occurrence
