.

,

Section I
Introductlon

The Publ ic Information Forum today is the third in a series of meetings
schedu 1 ed for the development of a plan for market i ng the power resources
located in Western's Salt Lake City Area.

As you registered for the meeting, you should have received an agenda with a
copy of a revised schedule attached. The meeting today is primarily to
review the subjects discussed at previous meetings. Those subjects are the
resources expected to be available for marketing, consolidation of resources
from the several projects, and the rules or criteria for marketing the
resources. We also plan to have a present at i on on Western's conservation
and renewable energy program. There have been many questions and some
misunderstanding concerning that program. We thought this would be a good
opportun i ty for Mark S i 1 verman, Western I s new Director of Conservation, to
become acquainted with you and to give you some information on the program.

With regard to the schedule, we would like to have the marketing plan com-
pleted in June of 1983. Following this meeting today, and a comment period,
a proposed marketing plan will be published. Then there will be a public
consultation and comment process to discuss the proposed plan, after which
the final plan would be published. We would then expect to go through an
allocation process and make the necessary contractual arrangements. We are
hopefu 1 th at our customers wi 11 know by June 1984, how much c apac ity and
\ energy they will have during the next:contracting period.

During the process of developing a plan for the future, it is our intent to
consider all options or alternatives on how to best utilize the power
resources i nvo 1 ved. At th i s poi nt, we are st ill in the data gatheri ng
phase, and I want to assure you that no pre-decisions have been made on any
aspects of future marketing. Our objective is to produce a plan, with your
help, that will meet the needs of Western's customers 'consistent with
optimum utilization of the Federal resource, and consistent with legislation
that applies to the specific projects and the Federal power marketing
program in general. Through the public involvement process, we want you to
participate in development of the plan. We really need your input in order
to do a good jOb and we intend to keep you fully informed throughout the
process.

The meeting today will be recorded and copies of the transcript can be
obtained directly from the firm providing the recording servce.

1
