The Upper Colorado River Commission Staff has been requested to compile

a record of Upper Colorado River Commission action on topics such as the

five-year review of the Operating Criteria, 602(a) storage, anticipatory

releases, flexibility in reservoir operations, and equalization of storage.

To accomplish this task the Staff has researched the Commission's files and

prepared the instant draft report stating ~he position of the Upper Colorado

River Commission, documenting the legal basis for each position, and discus-

sing the background of each of ten topics that were believed to be important

in a consideration of the operation of the Colorado River reservoirs. Each

of the topics discussed in this draft report is listed in the Table of

Contents.

This draft report is intended to be used by the Upper Colorado River

Commissioners and their Advisers to provide an overview of past Commission

action related to the operation of the Colorado River reservoir system. Any

interpretations, explicit or implied, contained in this draft report are

strictly those of the Upper Colorado River Commission Staff and are not to be

construed as those of the Upper Colorado River Commission or representatives

of the Upper Division States.
