It is critical that the Definite Plan Report on the Animas-La Plata and
Dolores Projects be completed in order that a firm commitment to the Tribes
can be made Or the local Water Conservancy Districts.

Recognition and understanding of this situation leads to the conclusion that
the Animas-La Plata and Dolores Projects must be given top priority by the
Congress by the Executive Branch of Government and by the State of Colorado.
I would like to submit for the record Mr. Chairman, a copy of a recent
statement presented by Mr. Chris Baker, Vice-Chairman of the Southern Ute
Tribal Council and Mr. Al.bert Wing, Chairman of the Ute Mountain Ute Tribal
Council to the Colorado Water Conservation Board, which statement I believe
clearly emphasizes the dire necessity for .immediate action on the part of
the Congress and the Executive Branch of Government to meet the challenge
presented by this problem and fulfill their promise to the Indian and Non-
Indian communities of Southwestern Colorado.

In closing Mr. Chairman, I should like to state that the people in our area
find it difficult to believe that those who oppose water reclamation develop-
ment have ever seriously or conSCiously reviewed the accomplishlllents of
these programs. The desires, hopes, asperations and dreams of the people
of our area are inextricably bound to the developnent of our water.

I again express the appreciation of myself and the people of our area for the
opportunity to have made this presentation to the committee on this impor-
tant matter.

;'.

f~

9
