Wi t te <br /> <br />'-:;" <br /> <br />winter storage began in John Martin Reservoir at OObl hour, <br />November 1, 1990. At that time the conservation pool was arq;>ty and <br />the reservoir accounts contained 17,588.82 a.f. distributed as <br />follows: 12,780.36 a.f. in Agreement Accounts and 4808.46 a.f. in <br />the Permanent Recreation Pool. Adjustment of Agreement Accounts <br />transferring excess water remaining in the Kansas Transit Loss <br />Account at the end of the 89-90 compact year into Kansas and <br />Colorado storage accounts was accomplished on November 1, 1990. <br />Between the beginning of winter storage and 2400 hour March 31, <br />1991, 55,520.23 a.f. was stored. This water was allocated to <br />various accounts as specified in the Operating Plan adopted by the <br />Compact Adrrdnistration on April 14, 1980. <br /> <br />During the period between 0001 hour April 1, 1991 and 2400 <br />hour october 31, 1991 storage of 9500.56 a.f. occurred in John <br />Martin Reservoir. Of this, 1852.4 a. f. accrued to the conservation <br />pool in April and an additional 5665.73 a.f. was credited in July. <br />These amounts were distributed to accounts according to the 1980 <br />Operating Plan. The remainder consisted of; 78.62 a.f. stored in <br />the Permanent Pool pursuant to the Adrrdnistration Resolution of <br />August 14, 1976; 824.14 a.f. of Frying Pan-Arkansas Project water <br />stored and subsequently released for the City of Lamar, Colorado <br />under an agreement approved by the Compact Admistration; and 1079.67 <br />a.f. stored pursuant to Article III of the 1980 Operating Plan. <br />(Documentation relating to the Lamar operation is included as <br />Section 2 of this report.) <br /> <br />.'::;\ <br />~:~ <br /> <br />t~ <br /> <br />,~:' <br /> <br />" <br /> <br />i;' <br /> <br />:." <br /> <br />At the close of the compact year, the reservoir accounts <br />contained 8,386.58 a.f. which is approximately 9,200 a.f. less than <br />on the same date last year and the lowest since 1979. Figure 1 <br />(Section 1, pg. 2) illustrates end of month contents over the last <br />four years. <br /> <br />The summary tables I - VIII and XIII reflect the status of <br />the various accounts during the year. Tables IX - XII describe <br />releases that were made during the year. T'nese tables are found in <br />section 3 of the report. <br /> <br />Also included in Section 4 are daily accounting records by <br />month for all accounts. <br /> <br />A statement of expenses incurred by the Operations Secretary <br />in FY 90-91 has been provided.
