<br />,= <br /> <br />!~ <br /> <br />'= <br />I' <br />I <br /> <br />1- - -- --- <br />I <br /> <br />The Engineering Committee agreed that, if the committee's interpretation <br />of what Keesee Ditch was requesting was correct, that such a "Pre- <br />accumulation"account could probably beallowed, but that it would have to <br />be clearly spelled out in writing, with examples. HRS will be asked to write <br />out a plain-language description with examples of the accounting under <br />various scenarios. <br />Winter return nows were also discussed and Kansas indicated that it was <br />concerned with maintaining historic conditions at the stale line during the <br />winter. <br />Various alternatives were discussed concerning the winter return nows. <br />Colorado suggested possibly putting such winter relurn nows in the Kansas <br />Transit Loss account. No agreement was reached on this issue. <br />The Engineering Committee then decided to give a status report to the <br />Administration, indicating that committee has now met twice, and was <br />asking HRS Consultants to provide additional information on certain issues <br />identified above. The Committee raised the question of whether a public <br />hearing should be held by either the Engineering Committee or the Adminis- <br />tration on this proposed transfer. <br />Also, at this meeting the Engineering Committee received a briefing by <br />Tommy Thompson, Southeastern Colorado Water Conservancy District. <br />and Gary Soldano of the Colorado Department of Health concerning the <br />Lake Cheraw issue. The Commitlee was given advance copies of Mr. <br />Thompson's report which he isgoing to give 10 the Colorado Water Quality <br />Control Commission on December8, 1987, proposing a Phase I (temporary <br />plan) controlled release of the top 2,500 acre-feet of water in Lake Cheraw. <br />diluting it with other water and storing it in John Martin Reservoir. <br />The proposed plan for Phase I for Lake Cheraw had been developed by <br />Bob Jesse. GarySoldano, U .S.G.S., and Tommy Thompson asa Governor's <br />ad hoc Committee. <br />Mr Soldano briefed the Committee on the quality of water in Lake <br />Cheraw and the proposed plan for release. A copy of Mr. Thompson's and <br />Mr. Saldano's reports and graphs were provided.
