C. 20315 <br /> <br />Dear Sir: <br /> <br />. <br /> <br />Reference is made to your letter dated May 11, 1967, <br />reply reference ENGCW-PD, by which was submitted a copy of your <br />proposed report on Bear Creek Basin, South Platte River tributaries, <br />Colorado, Wyoming and Nebraska in accordance with Public Law 78-534 <br />pertaining to coordination procedures on water resources reports <br />and Public Law 85-624 pertaining to fish and wildlife. The report <br />was submitted to us for the views and recommendations of the State <br />of Colorado pursuant to provisions of the Flood Control Act of 1944. <br />Acting on behalf of Governor Love as his designated representative <br />under the Flood Control Act, this letter constitutes the views and <br />recommendations of the State of Colorado upon the proposed project. <br /> <br />f: <br /> <br />The proposed Bear Creek report recommends the construction <br />of Mount Carbon Dam on Bear Creek about 8 miles above the confluence <br />of Bear Creek and the South Platte River for flood control, general <br />recreation and fish and wildlife enhancement. The reservoir would <br />provide storage of 28,400 acre feet, of which 2,400 acre feet would <br />be for sediment reserve and recreation and 26,000 acre feet for <br />flood control. The estimated first cost of the project as modified <br />by the Division Engineer is $29,800,000, of which $29,281,500 would <br />be the net federal cost. The annual charges are estimated to be <br />$1,156,000 and the average annual benefits would be $2,585.000, <br />resulting in a benefit-cost ratio of 2.2. <br /> <br />xi <br />
