INTRODUCTION <br /> <br />1. AUTHORITY <br /> <br />a. The basic authority for this report is contained in the following <br />resolution by the Committee on Public Works of the United States Senate <br />adopted 14 June 1956: <br /> <br />"RESOLVED BY THE COMMITTEE ON PUBLIC WORKS OF THE UNITED STATES, <br />That the Board of Engineers for Rivers and Harbors, created under <br />Section 3 of the River and Harbor Act, approved June 13, 1902, lie, <br />and is hereby, requested to review the reports of the Chief of <br />Engineers on the South Platte River and tributaries, Colorado, <br />Wyoming and Nebraska, published as House Document Numbered 669, <br />Eightieth Congress, Second Session, ,and other reports, with a view <br />to determining whether any modification of the existing project is <br />advisable at this time, with particular reference to the construction <br />of flood control and related improvements in the vicinity of and up- <br />stream from the city of Denver, Colorado." <br /> <br />. <br /> <br />~ <br /> <br />b. Authority for preparation of an interim report on flood control and <br />allied purposes for Bear Creek, Colorado, prior to completion of a basin- <br />wide study, was provided by the Chief of Engineers on 25 March 1966 (2d Ind. <br />dtd 25 Mar 1966, file ENGCW-PD, to basic dtd 15 Mar 1966, file MROGR-A; <br />Subject: Proposed Interim Report on Bear Creek, South' Platte River Survey <br />Investigation, Colo.) <br /> <br />2. EXTENT OF INVESTIGATION <br /> <br />a. Purpose. The purpose of this investigation has been to define ,he <br />flood and related land and water resources problems of the Bear Creek basin, <br />and to formulate a plan of improvements to fulfill the existing and fore- <br />seeable long-term needs associated wi th these problems. <br /> <br />b. General scope. The studies made during this investigation were of <br />survey scope.
