<br />e. Adequately inform affected interests, at least annually, <br />that the project will not provide complete flood protection; and <br /> <br />f. Provide guidance and leadership in preventing unwise <br />and uneconomica I future development of the flood plain areas by <br />encouraging prudent use of flood proofing, land regulation planning, or <br />other flood plain management techniques to reduce future flood losses. <br /> <br />17. The Board further recommends that the Chief of Engineers be <br />authorized to negotiate with the Colorado Department of Highways and <br />the United States Bureau of Public Roads for the payment or re- <br />imbursement, from project funds, of the added costs for initial con- <br />struction of the improved Colorado Highway No. 70 along an alter- <br />native route around the reservoir site. The added cost is currently <br />estimated at $ 739,000. <br /> <br />.'!'l <br /> <br />4' <br /> <br />18. The Board further recommends that, following authorization <br />of the project, detailed site investigation and design be made for the <br />purpose of accurately defining the project lands required; that sub- <br />sequently, advance acquisition be made of such title to such lands as <br />may be required to preserve the site against incompatible developments; <br />and that the Chief of Engineers be authorized to participate in the <br />construction or reconstruction of transportation and utility facilities <br />in advance of project construction, as required to preserve such areas <br />from encroachments and avoid increased costs for relocations. <br /> <br />19.
