C. 20510 <br /> <br />''-J <br />June 25, 1968 <br /> <br />Dear Mr. Chairman: <br /> <br />I am transmitting herewith a favorable report dated 15 January 1968, <br />from the Chief of Engineers, Department of the Army, together with <br />accompanying papers and illustrations, on an interim report on Bear <br />Creek Basin, South Platte River and Tributaries, Colorado, Wyoming <br />and Nebraska, requested by a resolution of the Committee on Public <br />Works, United States Senate, adopted 14 June 1956. <br /> <br />The views of the State of Colorado, the Departments of the Interior, <br />Agriculture, Commerce, Transportation, and Health, Education, and Wel- <br />fare, and the Federal Power Commission are set forth in the inclosed <br />communications, together with the reply of the Chief of Engineers to <br />the Secretary of the Interior. <br /> <br />The local cooperation specified by the Chief of Engineers includes a <br />requirement that local interests furnish assurances satisfactory to the <br />Secretary of the Army that they will provide guidance and leadership in <br />preventing unwise and uneconomical future development of the flood plain <br />areas by encouraging prudent use of flood proofing, land regulating plan- <br />ning, or other flood plain management techniques to reduce future flood <br />losses. Inasmuch as a large proportion of the estimated flood control <br />benefits are related to future development, the Corps of Engineers will <br />utilize its general legislative authority to assist local interests in <br />planning and implementing such flood plain management measures. <br /> <br />The Bureau of the Budget notes that the scope of the proposed recreation <br />development recommended exceeds considerably that heretofore proposed in <br />connection with a Federal water resources reservoir project. The Bureau <br />also notes that the proposed recreation development involving the exist- <br />ing Soda Lakes and Mount Glennon upstream from the proposed Mount Carbon <br /> <br />vii <br />
