COMMENTS OF THE DEPARTMENT OF AGRICULTURE

DEPARTMENT OF AGRICULTURE
WASHINGTON,D,C, 20250

July 17. 1967

Honorable Stanley R. Resor
Secretary of the Army

Dear Mr. Secretary:

t.

This is in reply to the Chief of Engineers' letter of May 11,
1967, transmitting for our review and comment his proposed
report on Bear Creek Basin, Colorado, South Platte River and
Tributaries, Colorado, Wyoming, and Nebraska.

,,'

The primary purpose of the Mount Carbon Dam and Reservoir
project is to provide flood protection to the city of Denver
and adjacent suburbs from floods originating in the Bear
Creek drainage area. An additional purpose is to provide
general recreation by utilizing the sediment storage to
impound a recreation pool and by developing a portion of the
basic project lands for recreation enhancement purposes.

The estimated total first cost of the proposed project is
$29,800,000, of which $29,281,500 would be the Federal cost
for construction and $518,500 would be non-Federal as
reimbursement for part of the cost allocated to recreation.
Annual operation, maintenance, and replacement costs are
estimated to be $110,600, of which $70,600 is non-Federal.

The total annual charges are estimated at $1,156,000 and the
average annual benefits at $2,585,000. The benefit-cost
ratio is 2.2 to 1.0.

."

,.

Construction of the proposed project would have no adverse
effect on forest resources or upon the water and related
land resource projects or programs of this Department.

We appreciate the opportunity to review the report.

Sincerely

yOU"' q ;3~

JOHN AAKER"
Assistant Secretary

xxiv
