C. 20240 <br /> <br />"" <br /> <br />Dear Mr. Secretary: <br /> <br />This is in reply to the letters from the Department of the Interior <br />commenting on the proposed report of the Chief of Engineers on Bear Creek <br />Basin, South Platte River and Tributaries, Colorado, Wyoming and Nebraska. <br /> <br />The additional studies made by our Omaha District Engineer, in coop- <br />eration with regional representatives of the Bureau of Outdoor Recreation, <br />have clearly demonstrated the value of expanding the recreation develop- <br />ment to include the Soda Lakes and nearby lands; therefore, our report on <br />the Bear Creek Basin has been modified to recommend optimum recreation <br />development as part of the Mount Carbon Reservoir, generally in accordance <br />with the proposal of the Bureau of Outdoor Recreation. This optimum <br />recreation development entails the purchase of 758 acres of land, includ- <br />ing the Soda Lakes area and the east face of Mount Glennon. The total <br />separable first cost for this development amounts to about $3,822,000. <br />Also, the report recommends that local interests be credited for the cost <br />of water for the initial filling of the Mount Carbon reservoir and the <br />Soda Lakes, as a contribution in kind toward their local cost-sharing <br />obligation. For your information I am inclosing a copy of our report <br />modified to include the optimum recreation development. <br /> <br />~ <br /> <br />The recommendations of the Fish and Wildlife Service and the Federal <br />Water Pollution Control Administration for minimum releases from the Mount <br />Carbon Project have been fully considered. The aggregate of existing <br />water rights on Bear Creek exceeds the normal range of runoff experience. <br />Additional water resources are available only when flood flows occur. The <br />volume and frequency of these flows generally are not sufficient to provide <br />a firm annual water supply to prevent pollution as recommended by the Fed- <br />eral Water Pollution Control Adminstration.
