<br />,f <br /> <br />,', <br /> <br />. <br /> <br />\ <br />~ <br />I <br /> <br />of this area is estimated to be about 580,000 recreation days annually, <br />and, for purposes of economic analysis, it is assumed that use at this <br />level would continue throughout the life of the project. It is antici- <br />pated that zoning of land and water areas will be required to control <br />outdoor recreation use and to maintain the quality of the recreation <br />experience afforded by the proposed project. <br /> <br />Benefits accruing to the project from fishing and general outdoor recrea- <br />tion under the revised outdoor recreation development plan are estimated <br />to be $815,000 annually. The total separable first cost of the general <br />recreation and fishery development plan is $4,070,000, of which non-Federal <br />interests would be expected to bear half. The annual operation, mainte- <br />nance, and replacement costs of the proposed development total $195,000, <br />all of which would be non-Federal. An economic summary of the revised <br />outdoor recreation development plan is enclosed as Attachment 1. <br /> <br />An opportunity exists for enhancing the outdoor recreation potential of <br />the project through the judicious removal of sand and gravel deposits <br />which underlie portions of the proposed reservoir and surrounding lands. <br />On the other hand, indiscriminate removal of these deposits could have <br />an adverse impact on the outdoor recreation potential of the project. <br />Sand and gravel removal from project lands should be accomplished in <br />accordance with a plan concurred in by the non-Federal agency which will <br />be responsible for administering the outdoor recreation aspects of the <br />project. <br /> <br />It is our understanding that the State of Colorado Department of Game, <br />Fish, and Parks has indicated its intent to agree to administer the <br />project for general recreation and fish and wildlife enhancement, and to <br />bear not less than one-half of the separable costs allocated to these <br />purposes, and all the costs of operation, maintenance, and replacement, <br />in accordance with the provisions of the Federal Water Project Recreation <br />Act. <br /> <br />We appreciate the cooperation shown by your staff in working out the <br />details of the revised outdoor recreation plan. <br /> <br />Sincerely yours, <br /> <br /> <br />--~~.~~?, .
