The Council has long been concerned about the various limitations that have <br />applied to indi..;dual producer's contracts, and is pleased to note that the FSRIA authorizes a much <br />more flexible and rational approach in this regard. The Council strongly opposes policies which <br />artificially constrain the federal funding available for cost-effective, environmentally beneficial, <br />individual contracts. <br /> <br />The COWlcil recommends that, as in the past under the original EQIP program, the Colorado River <br />Salinity Control Program be allocated approximately 2.5% of the national EQIP funding. This <br />funding recommendation is necessary to move forward with the agreed to Plan of Implementation <br />contained in the 2002 Review, Water Quality Standards for Salinity, Colorado River System, <br />October 2002. <br /> <br />In the Management and Budget Recommendations ponion of this report, the Council recommends <br />that funding for the USDA poniOD of the federal program be as sbown in Table I of this report. <br /> <br />The Council appreciates that the USDA salinity coordinator position has been made a permanent <br />agency position. The Council and the Program hayc already seen thc yalue of this position in <br />coordinating the USDA's salinity efforts in thc basin. The Council urges the USDA coordinator to <br />work closely with the nC\\'ly created BLM coordinator. <br /> <br />The Council requests written responses from USDA to all concerns raised in this repon by April 15, <br />2003. <br /> <br />U.S. Department of the Interior (DOl) <br /> <br />Bureau of Reclamation (Reclamation) <br /> <br />The Council would like to recognize thc effons of former Salinity Control Program Manager Dave <br />Trueman. Under Dave's leadership, Reclamation's salinity control efforts successfully made the <br />transition to the current Basinwide Program and bas successfully moved ahead in providing more <br />cost-effective salinity control.
