At that meering, the Council <br />received reports from and made inquiries of the federal agencies involved in salinity control and <br />approved the budget recommendations contained in this report. Prior to the actual meeting the <br />Council members received wrinen reports from the federal agencies detailing theiraccornplishments <br />for the year. The Council recognizes "Tinen reports from the federal agencies arc not explicitly <br />required, but the Council appreciates the agencies' preparation and transmittal of them in advance <br />afthe Council meetings and believes they provide a valuable basis for more complete and focused <br />discussions on the progress and needs aftbe salinity control program. The Council recognizes these <br />repons provide the status of ongoing acti'\ities and are not an official report of any of the agencies, <br />as they contain, in some instances, incomplete data sets and preliminary statistics since the reponing <br />year (calendar year basis) is not yet complete at the time of the Council meeting. <br /> <br />Following the meeting, the Council left the record open for 30 days to allow for written comment <br />by the public but DO comments were received The Council directed Kib Jacobson to prepare and <br />distribute a summary of the meeting to the members within sixty days following the meeting. <br /> <br />Also, included in this report as Attachment C are the federal responses to the 200 I Advisory Council <br />Repolt. <br /> <br />COUNCIL COMlIlENTS AND RECOMMENDATIONS <br /> <br />G~n~ral Jssu~s <br /> <br />The 2002 Review, WaterQualityStandardsfor Salinity, Colorado River System, Oc10ber 2002 (2002 <br />Review), prepared by the Forum, describes the basis and need for the salinity control program, the <br />establishment of the numeric criteria for salinity and the recommendation that those: criteria values <br />remain unchanged, as well as pro\iding the plan of implementation for maintaining those criteria <br />through 2020. The Council appreciates the agencies' assistance provided to the Fonnnin developing <br />the 2002 Review. The Council endorses the plan described in the 2002 Review. With enactmen1 <br />of the Farm Security and Rural Investment Ac1 of 2002 (FSIRA), significan1 additional <br />Environmental Quality Incentives Program (EQIP) funding will be available 10 the USDA for their <br />portion of thaI plan.
