We agree with the report's findings that
increasing discussions among Regions 6,8 and 9 regarding Clean Water Act National Pollutant
Discharge Elimination System (NPDES) implementatiun would be valuable to nddress perceived
and real inconsistencies in the administration of this program, particularly as they pertain to the
Fonun's policies.

We agree that this coordination will be important in the coming year given your
anticipated NPDES poHcy discussions. We ",,;11 communicate more effectively among the three
Regions on NPDES questions to clarify EPA's policies and regulations as well as states' roles in
NPDES implementation. We will work to identify arelLS where inconsistencies could be reduced.
We wiJl be active participants in the Colorado River Btlsin Salinity. Control Forum's and
Advisory Council's discussions on the Forum's revisions to its NPD~ policy, including the
discussions at the Forum's meeting June 5th. We also ~gree that EPA's participation in the
development of\\"3ter quality stand31ds by States and authorized Tribes is important. As a matter
ofpracticc, we: are involved in standards development (:arly on in the process.

....
U Prfnted CWJ Recycled Pap<<
