<br />co <br /> <br />c.o <br />,.~ <br /> <br />documentation relating to any subsequent transfer of a flood pool to Caballo Reservoir from <br /> <br />t....:' <br /> <br />~..'+, <br />~, <br /> <br />Elephant Butte Reservoir. <br /> <br />At the request of the Commissioners, Jim White and Sandy Rayl (Corps) provided a <br /> <br />presentation on the scoping and schedule of the Corps Reconnaissance Storage Study. <br /> <br />The Engineer Advisers recognized that the Nichols and McClure reservoirs narrative change <br /> <br />was not included in the 1996 Commission report and the 1996 accounting spreadsheets did not <br /> <br />reflect that New Mexico also signed the spreadsheets indicated as being signed by Texas. The <br /> <br />Engineer Advisers recommend that these changes be added to the 1997 report as an errata to the <br /> <br />1996 Commission report. <br /> <br />The Bureau presented their report on the accounting of the San-Juan Chama Project water <br /> <br />diverted to and used in the Rio Grande Basin in 1997, together with a report on the operation of the <br /> <br />Bureau and Corps reservoirs in the Basin. They reiterated an earlier request regarding the <br /> <br />elimination of the operation of the Horse Lake Creek gaging station (tributary to Heron Reservoir). <br /> <br />The Engineer Advisers recommend the Bureau continue operation of the gage. <br /> <br />The Engineer Advisers expressed concern over the loss of channel capacity in the Rio <br /> <br />Chama, the Middle Rio Grande, the Rio Grande Project, and that reach below Elephant Butte Dam <br /> <br />to the Percha Diversion Dam. Dick Kreiner (Corps) advised that they believe that higher flood <br /> <br />releases, possibly as high as 10,000 cfs, could be safely made below Cochiti Reservoir through the <br /> <br />middle Rio Grande valley. However, Cochiti releases have been constrained in recent years to <br /> <br />. approximately 6,000 cfs due to limited channel capacity at the San Marcial railroad bridge. The <br /> <br />Corps currently has included the complete replacement and relocation of the San Marcial railroad <br /> <br />bridge as part of the San Acacia levee project.
