Introduction

As discussed at the December 3-4, 1981, Board meeting
lrefer to my memo to the Board dated November 27, 1981), the
fish and wildlife mitigation features and the recreation, fish
and wildlife enhancement features of the Closed Basin Project
have been changed from those contemplated at the time the
project was authorized. At the December Board meeting I noted
that there was some confusion concerning the enhancement
features and costs involved. We have been able to clarify
these costs and t,he actions which need now to be taken.

Summary of Mitigation ~nd Enh~ement Features

The new mitigation and enhancement plans call for the
