<br />(b) The Chairman of a rtver ballin com-

<br />commlssion that testimony shall be taken or
<br />evidence received under oath.

<br />(d) Upon request of the chairman of any

<br />Compensation 01 commission member"
<br />SIEC. 206. (a) Any member or a river basin
<br />commtsston appointed pursuar..t to lIectlon
<br />202 (b) and (e) of this Act, shall receIve
<br />no additional compensation by virtue of his
<br />membership on the comml.s8ion, but shall
<br />continue t.o receive, from Rppropriatlons
<br />made (or the agency from which he Is ap-
<br />pointed. the salsry of his regular position
<br />when engased In the pel'lonnance of t.he
<br />dutlell veated In the commission.
<br />(b) Members of a commlslllon, appointed
<br />pursuant to section 202 (c) and (d l of this
<br />Act, shsll each receive such compensation
<br />aa may be provided by the States or the
<br />Interstate agency rellpect.lve11, which they
<br />represent.
<br />(c) The per annum compensation of the
<br />chairman of each river basin commlsston
<br />shall be det.ermlned by the PresIdent, but
<br />when employed on 0. full-time' nnnual basLs
<br />shall not exceed the maximum scheduled.

<br />agency, and ma.y receive, utlllze, and dispose
<br />of the same. .
<br />(c) The commission shall keep accurate
<br />accounts of all receipts and disbursements.
<br />The accounts shall be aud.lted at least annu~
<br />ally In accordance_with Benerally accepted
<br />auditing stand.ards by Independent. certlfit!d
<br />or licensed. public accountants, certified or
<br />licensed by a regulatory authority of a Stste,
<br />and the report. of the audit shall be Included
<br />In and become a part of the annual report
<br />of the commission.
<br />. (d) The accounts of the commission shalt
<br />be open at. all reasonable times (or inspec-'
<br />tion by representatives of the Jurisdictions
<br />a.nd agendes wbLch make approprlBtlons,
<br />donations, or grants to the commission.

<br />BEC. 301. (a) In recognltlon of the need.

<br />ing O&(:al years thereafter, 15,000,000 in each
<br />such year for grants to States to assist them
<br />In developing and participating 1n the devel-
<br />opment of comprehenstve wat.er and related
<br />land resources plans.
<br />(b) The Councll with the approval of the
<br />President, shall prescribe such rulell. estab-
<br />lish l!Iuch procedures, and mnke such ar-
<br />rangement8 and provisions relating t.o the
<br />performance of Its functions under this title,
<br />and the use of funds RvnJlable therefor, nil
<br />may be necessary In order to B88ure (I)
<br />coordination of the progffun authorized by
<br />this t.ttle with relBted Federal planning BS-
<br />silltance programl, Including the program
<br />authorized under fJect.ton 701 of the Housing
<br />Act of 1954 and (2.) appropriate utlltza.t.lon
<br />of other Federal agencies admlnlsterlng pro-
<br />grams wh1ch may contribut.e to achieving
<br />the purpooe 01 this Act..
<br />Allotments
<br />SlEc. 302. (a) From the sums appropriated
<br />pursuant to section 301 for any OecBl year
<br />the Council shall from time to tlmfl make
<br />allotments to the States, ln accordance with
<br />Its regulations on the basis of (1) the popu-
<br />latolon, (2) the land area, (3) t~e need for
<br />comprehenslve water Rnd related land re-
<br />sources planning programs, and (4.) the
<br />tlnanclal need of the re8pect.lve States. For
<br />the purpoees 01 this sectlon the populat1on of
<br />the States: shaH be determined on the basLll
<br />of the latest estimates "vallable from the
<br />. Department 01 Commerce and the land area
<br />of the States shall be det.ermlned on the
<br />bo.s1s of the omcial records of the United
<br />Statee Geological Surve'y.
<br />(b) Prom each State's allotment under
<br />this section for any ft.scal year the CouncU
<br />shall po.y to luch State an amount equal to
<br />Its Federal Ihare (88 determined under lec-
<br />tlon 305) of the cost of carrying out ita
<br />Stnl.e progrRm a.pproved under sectJon 303,
<br />Including the cost ot trBlnlng personnel for
<br />carrying out such program and the COIl. of
<br />admlnllterlng such program.

<br />SEC, 303. The Councll shall approve any
<br />program for comprehensive water a.nd related
<br />land resources: planning which Is lubmltted
<br />by a State, If such program-
<br />(1) provldee for comprehensive planning
<br />with reaped to Int.raaia.te or Interstate water
<br />resources: or both In such State to meet the
<br />needs for water and. water related. acUvltles
<br />taking Into account prospecUve d.emands for
<br />all purpC18es served. through or afl'ected by
<br />wat.!r and related land rel!lources develop-
<br />ment, with adequate provision for coordl.
<br />nation with all Fed.eral, State, and local
<br />agencles having reaponlllbllltles in such af-
<br />fected fields;
<br />on provides, where comprehensive atate-
<br />w:lde development planning 15 beIng cllIrrJed
<br />on wlt.h or without aSl!llat.a.nce under leetlon
<br />701 of the Housing Act of 1954, for full co-
<br />ordination between compreheoalve water
<br />resources planning and. other statewide plan-
<br />ning programs and for 811Surances that such
<br />water resources planning wlll be In con.
<br />formlty with the genersl development pol1cy
<br />In lIuch State;
<br />(3) deslglJates a State agency (hereinafter
<br />- relerred to as the "State agency") to ad-
<br />minister the program:
<br />(t) provides that the State agency will
<br />make such report.s in such form and con-
<br />taining such information as the Councll
<br />from time to time reasonably requires to
<br />carry out Its functions under this title;
<br />(5) sets forth the procedure to be followed
<br />In carrying out the St.ate progra.m and In
<br />adJn1nlsterlDI Neb program; and
<br />(6) provides such accountlDB, budgetlng,
<br />and otber tlscal metbOCla and. procedures &I
