<br />months since I have seen l.\ bUl as thor-

<br />raised in regard to this bUl. and with
<br />the record made as clear as the record
<br />on this proposal has been made.
<br />The distingUished Senator from New
<br />Mexico [Mr. ANDERson], the distLn-
<br />guished Senator trom Colorado [Mr.
<br />ALLOTT]. and all other Senators who
<br />have participated in this debate, whether
<br />they vote for or aga.1nst the bUl. are en-
<br />titled to our thanks. because the dlacUB-
<br />sion has been clearcu~ and well set out.
<br />so tar as the intent and the congressional
<br />interpretations are concerned. It has
<br />been an excellent presentation.

<br />Mr. DODD. Mr. President, I rise in
<br />support of the legislation before us to-
<br />day which would attempt to bring about
<br />the best possible development of the land
<br />and water resources of thJs Nation by the
<br />establishment of a Water Resources
<br />CouncU and River Basin Commissions.
<br />I feel that legislation of this type is
<br />an excellent first step in the direction of
<br />conservation and intelllgent planning to
<br />save the remaining natural resources of
<br />our Nation.
<br />Mr. President, while I support this leg-
<br />islation I do so with the knowledge that
<br />It has little application to my State of
<br />Connecticut or to the New England areR. "
<br />Though smalU.n size the six New Eng-
<br />land States do not represent merely a
<br />single river basin area but rather a com-
<br />_ plex of several river br.sins not neces-
<br />sarily interrelated.
<br />Because of this I and senators RISI-
<br />" COFP, PASTORE, COTTON, SALTONSTALL and
<br />PELL cosponsored B. 1434 calling for a
<br />New England water and related land re-
<br />sources compact In an effort to create
<br />machinery which would consIder the
<br />whole of New England as an interde-
<br />pendent geographical unit for the pur-
<br />pose at properlY developing and manag-
<br />ing our remainIng natural land and wa.t-
<br />er resources.

<br />England States, Connecticut, New
<br />Hampshire, Massachusetts. and Rhode
<br />Island by action of their legislatures
<br />have already raUfied the northeast com-
<br />pact and agreed to participate in it and
<br />are only awaIting congressional approval
<br />to put the compact into effect.
<br />Mr. PresIdent, I again want to express
<br />my support of S. 1111 and hope that my
<br />colleagues"who have expressed such con-
<br />cern and Interest over the conservation
<br />of our land and water resources will also
<br />support S. 1434 when It Is considered on
<br />the floor of the Senate.
<br />Mr. YARBOROUGH. Mr. President,
<br />I commend the distinguished senior Sen-
<br />ator from New Mexico, and all the other
<br />cosponsors of S. 1111. for the good work
<br />they and the Subcommittee on IrrIgation
<br />and Reclamation of the Committee on
<br />Interior and Insular Affairs have done on
<br />the most Important nonhuman natural
<br />resource, next to the land Itself.
<br />Too often we have approached the
<br />water problem piecemeal. but the spon-
<br />sors of this legislatlon have considered
<br />six types of the water problems that con-
<br />front the Nation; namely, supply, dis-
<br />tribution, natural Quality, pollution varl-
<br />ab111ty, and floods.
<br />One facet of supply has been attacked
<br />by the desalinization projects. In the
<br />summer of 1961 Secretary at Interior
<br />Udall spoke at the dedication of the
<br />"Freeport, Tex., desaUnlzatlon plant. as
<br />President John F. Kennedy pressed a
<br />button in the White House th"at turned
<br />into the water maIns of the city of Free-
<br />port, fresh sweet water from the Gulf of
<br />Mexico, from which the salt had been
<br />removed in the Freeport plant.
<br />The bill before the Senate provides
<br />for Federal~State cooperation, and for
<br />scientific research, and for comprehen-
<br />sive water development and manage-
<br />ment for major river basins in the United.
<br />States.
<br />In pushing this legislation, the Interior
<br />and Insular Affairs CommIttee is carry-
<br />Jng forward the conservation program
<br />so well supported in the 87th Congress,
<br />and by the Senate in this 88th Congress.
<br />Let us hope the other House will pass
<br />this bill. and the water research bUl pre..
<br />viously passed by the Senate this session.
<br />This precious commodity of water must
<br />be saved, conserved, purified. and prop-
<br />erly distrIbuted for our growing popula-
<br />tion and our developing technology.
