~

1.96.)

000877

?

Mr. AU...OTT. Mr. President. I wish to
express my deep appreciatIon to the
senior Senator from New Mexico. It
has taken us some 2Yz hours to d1.5pose
of these matters. Without his under..
standing coopera.tlon, I am sure It would
have taken us the same number of days
to accomplish the same things.
Mr. MANSFIELD. Mr. President, w1l1
the Senator yield?
Mr. ALLOrI'. I yield to the Senator
from Montana.
Mr. MANSFIELD. It has been many
months since I have seen l.\ bUl as thor-
oughly explained as this but has been.
with as many Quest.1ons raised as were
raised in regard to this bUl. and with
the record made as clear as the record
on this proposal has been made.
The distingUished Senator from New
Mexico [Mr. ANDERson], the distLn-
guished Senator trom Colorado [Mr.
ALLOTT]. and all other Senators who
have participated in this debate, whether
they vote for or aga.1nst the bUl. are en-
titled to our thanks. because the dlacUB-
sion has been clearcu~ and well set out.
so tar as the intent and the congressional
interpretations are concerned. It has
been an excellent presentation.
Mr. ALLO'IT. ~ thank the dlatln-
guished Senator tram Montana. I
merely wish to saT, since there will" not
be a RECORD vote. I shall vote against the
bill, 60 as to preserve my position with
respect to the bUr when it comes back
. from conference.
" I am ready for a vote on the bOl.
Mr. DODD. Mr. President, I rise in
support of the legislation before us to-
day which would attempt to bring about
the best possible development of the land
and water resources of thJs Nation by the
establishment of a Water Resources
CouncU and River Basin Commissions.
I feel that legislation of this type is
an excellent first step in the direction of
conservation and intelllgent planning to
save the remaining natural resources of
our Nation.
Mr. President, while I support this leg-
islation I do so with the knowledge that
It has little application to my State of
Connecticut or to the New England areR. "
Though smalU.n size the six New Eng-
land States do not represent merely a
single river basin area but rather a com-
_ plex of several river br.sins not neces-
sarily interrelated.
Because of this I and senators RISI-
" COFP, PASTORE, COTTON, SALTONSTALL and
PELL cosponsored B. 1434 calling for a
New England water and related land re-
sources compact In an effort to create
machinery which would consIder the
whole of New England as an interde-
pendent geographical unit for the pur-
pose at properlY developing and manag-
ing our remainIng natural land and wa.t-
er resources.
BlmUar legislation In the 87th Con-
gress passed Ule House but a.fIlrmatlve
action was not secured in the Senate and
tor this reason we have introduced S.
. 1434 In the 88th COIlllT....
In view of the Interest. and support
for legislation involytng t.he conservaUon
of our natural re50urces expressed here
today I hope It wID be poooIble for early
action to take place OD S. 143' partlcu-

..~"

~

,

COl-00RESSIONAL RECORD - SENATE

larl1 In vtew of the fact that four New
England States, Connecticut, New
Hampshire, Massachusetts. and Rhode
Island by action of their legislatures
have already raUfied the northeast com-
pact and agreed to participate in it and
are only awaIting congressional approval
to put the compact into effect.
Mr. PresIdent, I again want to express
my support of S. 1111 and hope that my
colleagues"who have expressed such con-
cern and Interest over the conservation
of our land and water resources will also
support S. 1434 when It Is considered on
the floor of the Senate.
Mr. YARBOROUGH. Mr. President,
I commend the distinguished senior Sen-
ator from New Mexico, and all the other
cosponsors of S. 1111. for the good work
they and the Subcommittee on IrrIgation
and Reclamation of the Committee on
Interior and Insular Affairs have done on
the most Important nonhuman natural
resource, next to the land Itself.
Too often we have approached the
water problem piecemeal. but the spon-
sors of this legislatlon have considered
six types of the water problems that con-
front the Nation; namely, supply, dis-
tribution, natural Quality, pollution varl-
ab111ty, and floods.
One facet of supply has been attacked
by the desalinization projects. In the
summer of 1961 Secretary at Interior
Udall spoke at the dedication of the
"Freeport, Tex., desaUnlzatlon plant. as
President John F. Kennedy pressed a
button in the White House th"at turned
into the water maIns of the city of Free-
port, fresh sweet water from the Gulf of
Mexico, from which the salt had been
removed in the Freeport plant.
The bill before the Senate provides
for Federal~State cooperation, and for
scientific research, and for comprehen-
sive water development and manage-
ment for major river basins in the United.
States.
In pushing this legislation, the Interior
and Insular Affairs CommIttee is carry-
Jng forward the conservation program
so well supported in the 87th Congress,
and by the Senate in this 88th Congress.
Let us hope the other House will pass
this bill. and the water research bUl pre..
viously passed by the Senate this session.
This precious commodity of water must
be saved, conserved, purified. and prop-
erly distrIbuted for our growing popula-
tion and our developing technology.
The PRESIDINQ OFFICER. The bUl
Is open to further amendment. It there
be no amendment to be proposed, the
" question is on the engrossment ot the
"amendments and the third reading of
the btll.
The amendments were ordered to be
engrossed and the bUl to be read a third .
time. .
The bUl (S. Ill!) was read.the third
"time, and passed, as follows:
Be it enGCted by the Senate and Howe 01
.Repre6entatfvea of the United: StGte" 01
AmericG tn Congreu u""embZed.
Short tft16
.
