<br />issuing and reissuing waste discharge requirements, the Regional Board complies with all Forum <br />policies. In addition, the Regional Board has included in the discharge permit requirements for <br />land discharges a prohibition of brine backwash from water softeners into evapo-percolation ponds <br />which overlie ground waters which are in hydraulic continuity with the Colorado River System. <br />Industrial discharges are to be confined in impervious evaporation basins. <br /> <br />IoI:lo <br />~ <br />l\j <br />N <br /> <br />Water Ouality Manaeement Plannine <br /> <br />The Water Quality Control Plan for the Colorado River Basin was adopted by the Regional <br />Board in November 1993. Following public hearings, the updated plan was adopted by the <br />Regional Board and approved by the State Water Resources Control Board in February 1994. The <br />revised plan became effective upon approval of the Office of Administrative Law in August 1994. <br />The salinity control component of the water quality plan is consistent with the Forum's plan of <br />implementation for salinity control. The Regional Board is working with local entities and the <br />Colorado River Board of California to ensure that implementation of the water quality plan is <br />achieved. <br /> <br />Other Activities <br /> <br />State Water Resources Control Board policy 75-58 established priorities for the use of poor <br />quality waters for cooling of inland power plants and has been in effect since 1975. The State <br />Water Resources Control Board has included salinity control in the Colorado River among its top <br />priority items. <br /> <br />Colorado <br /> <br />NPDES Permit'! <br /> <br />Administration of the NPDES permit program was delegated to the State of Colorado, <br />Water Quality Control Commission (wQCC), by the BPA in May, 1978. The Commission's <br />regulation for implementation of the Colorado River Salinity Standards reflect all of the Forum <br />policies adopted to date. All existing, new or reissued permits require compliance with this <br />regulation. <br /> <br />CunentIy there are 338 NPDES permits in the Colorado River Basin portion of the state, <br />of which 145 are domestic or municipal and 193 are industrial facilities. Of this total, there are <br />8 major industrial permits and 24 major municipal permits. <br /> <br />Colorado is continuing to insure that the Forum's policies are implemented through the <br />WQCC regulations. Monitoring is in place for all permits in the basin. Industrial and municipal <br />permittees who cannot meet the Forum's policies of no salt return or the 400 mg/L incremental <br /> <br />5-3 <br /> <br />, ., <br /> <br />i~, _ <br />
