<br />CHAPI'ER 5 - PLAN OF IMPLEMENTATION - STATE PROGRAMS <br /> <br />Overview <br /> <br />.:a. <br />..... <br />/:,,', Important components of the plan of implementation for salinity control are the Basin <br />o states' activities associated with the control of total dissolved solids through the National Pollutant <br />Discharge Elimination System (NPDES) Permit program and the water quality management plans. <br />Each of the states has adopted the Forum policies presented in Appendix B. A listing of the <br />NPDES pennits in force within the Colorado River Basin are presented in Appendix D. During <br />the period of this review, the status of implementation of the NPDES permits and the water <br />quality management plans in each of the states is as follows. <br /> <br />Ari7.ona <br /> <br />NPDES Pennit'l <br /> <br />Authority for issuing NPDES permits has not been delegated to the state and still resides <br />in the Region IX office of EP A. Arizona is currently operating under an "interim" plan in which <br />the state prepares the permit, solicits public comments and involvement, and forwards the final <br />draft to EP A for approval and issuance. <br /> <br />Arizona, in drafting NPDES permits for industries throughout the Colorado River Basin <br />within the state above Imperial Dam, follows the Forum's policy regarding salinity control. Reuse <br />of treated wastewater is encouraged as a general principle. <br /> <br />Presently there are 48 discharges in Arizona that are subject to the NPDES program and <br />drain into the Colorado River above Imperial Dam. There are: <br /> <br />Municipal/Quasi-Public (Including <br />Federal/Indian Reservation Facilities) <br /> <br />44 <br /> <br />Industrial <br /> <br />4 <br /> <br />One industrial facility is under a Clean Water Act, Section 308 Order, for discharging <br />without a NPDES permit. <br /> <br />The Department of Environmental Quality annually reviews monitoring reports of facilities <br />potentially diSCharging under NPDES permits. No pennitted facility is discharging more than one <br /> <br />5-1 <br />
