<br />CHAPI'ER 1 - INTRODUCTION <br /> <br />~ <br />o <br />0'.1 <br />W <br /> <br />PulJ)Ose of RlWort <br /> <br />This report, the 1996 Review, Water Duality Standards for Salinity, Colorado River <br />System (Review) is prepared and submitted in response to Section 303(c) of the Clean Water Act <br />of 1977 (Public Law [p.L.] 92-500 as amended by P.L. 95-217 and P.L. 100-4) referred to in this <br />report as the Clean Water Act. This report is the seventh Review prepared by the Forum. Section <br />303(c)(I) of the Clean Water Act requires that: <br /> <br />The governor of a state or the state water pollution control agency of such state <br />shallfrom time to time (but at least once each three-year period beginning with the <br />date of enactment of the Federal Water Pollution Control Act Amendments of 1972) <br />hold public hearings for the purpose of reviewing applicable water quality <br />standards and, as appropriate, modifying and adopting standards. Results of such <br />review shall be made available to the Administrator. <br /> <br />This Review is written as a complete document, but focuses on information only for the <br />1993-1996 period. Background information regarding historical actions relative to the <br />development and adoption of salinity standards is contained in the June 1975 standards report'. <br />The 1978, 1981, 1984, 1987, 1990, and 1993 Reviews contain information pertaining to the <br />1975-1978 period, 1978.1981 period, 1981-1984 period, 1984-1987 period, 1987-1990 periOd, <br />and 1990-1993 period respectively. <br /> <br />Prepared by the seven-state Colorado River Basin Salinity Control Forum (Forum) this <br />document is a review of the water quality standards including the numeric criteria and plan of <br />implementation previously developed and adopted by the Forum. It includes modifications to <br />previous reviews that have become necessary as a result of changed conditions and the availability <br />of additional information. <br /> <br />Nothing in this report shall be construed to alter, amend, repeal, interpret, modify, or be <br />in conflict with the provisions of the Boulder Canyon Project Act (45 Stat. 1057), the Boulder <br />Canyon Project Adjustment Act (54 Stat. 774), the Colorado River Basin Project Act (82 Stat. <br />885), the Colorado River Compact, the Colorado River Storage Project Act (70 Stat. 105), the <br />Upper Colorado River Basin Compact, or the Treaty with the United Mexican States (Treaty <br />Series 994). <br /> <br />lWater OIlAlity ~tAtvlAmR fOT SAlinity.
